Heat 1 tablespoon of sesame oil in a large skillet over medium heat.
Add the garlic and ginger, then cook for 30 seconds until fragrant.
Add the ground chicken and cook for 6 to 8 minutes, breaking it apart with a spoon until fully cooked.
In a small bowl, whisk together the soy sauce, brown sugar, honey, rice vinegar, and 1 teaspoon sesame oil.
Pour the sauce into the skillet and stir to coat the chicken evenly.
In another small bowl, mix the cornstarch and water until smooth.
Stir the cornstarch mixture into the skillet and cook for 2 to 3 minutes, stirring frequently, until the sauce thickens and coats the chicken.
Remove from the heat and stir in the sliced green onions.
Garnish with sesame seeds if desired and serve over cooked rice or with steamed vegetables.
