Preheat the oven to 425°F (220°C). Line a baking sheet with parchment paper and place a wire rack on top if using.
Pat the chicken wings completely dry with paper towels.
Toss the wings with olive oil, garlic powder, onion powder, paprika, salt, and black pepper until evenly coated.
Arrange the wings in a single layer on the baking sheet.
Bake for 40 to 45 minutes, flipping halfway through, until the wings are crispy and reach an internal temperature of 165°F (74°C).
While the wings bake, combine the sweet chili sauce, honey, soy sauce, minced garlic, rice vinegar, and grated ginger in a small saucepan.
Simmer the sauce over medium heat for 3 to 4 minutes, stirring occasionally, until slightly thickened.
Transfer the cooked wings to a large bowl and pour the sweet chili sauce over them. Toss until every wing is evenly coated.
Garnish with chopped green onions and sesame seeds before serving.
