Preheat the oven to 425°F (220°C). Line a baking sheet with parchment paper and place a wire rack on top if using.
Pat the chicken wings completely dry with paper towels.
Toss the wings with olive oil, garlic powder, onion powder, smoked paprika, salt, and black pepper until evenly coated.
Arrange the wings in a single layer on the prepared baking sheet.
Bake for 40 to 45 minutes, flipping halfway through, until the wings are crispy and the internal temperature reaches 165°F (74°C).
While the wings bake, combine the barbecue sauce, honey, brown sugar, Worcestershire sauce, apple cider vinegar, and minced garlic in a small saucepan.
Simmer the sauce over medium heat for 3 to 5 minutes, stirring occasionally, until slightly thickened.
Transfer the cooked wings to a large mixing bowl and pour the honey BBQ sauce over them.
Toss until every wing is evenly coated in the sticky glaze.
Garnish with chopped fresh parsley and serve immediately.
