Preheat the oven to 425°F (220°C). Line a baking sheet with parchment paper and place a wire rack on top if using.
Pat the chicken wings completely dry with paper towels.
Toss the wings with olive oil, garlic powder, onion powder, paprika, salt, and black pepper until evenly coated.
Arrange the wings in a single layer on the prepared baking sheet.
Bake for 40 to 45 minutes, flipping halfway through, until the wings are crispy and reach an internal temperature of 165°F (74°C).
While the wings bake, melt the butter in a small saucepan over medium heat. Add the minced garlic and cook for 30 to 60 seconds until fragrant. Remove from the heat and stir in the Italian seasoning and lemon juice, if using.
Transfer the hot wings to a large mixing bowl. Pour the garlic butter over the wings and toss until evenly coated.
Add the grated Parmesan cheese and chopped parsley, then toss again until every wing is coated.
Serve immediately with extra Parmesan sprinkled on top if desired.
