Pat the chicken thighs dry with paper towels.
In a small bowl, combine the garlic powder, onion powder, Italian seasoning, paprika, salt, and black pepper.
Season both sides of the chicken thighs evenly.
Heat the olive oil in a large skillet over medium-high heat.
Sear the chicken thighs for 5 to 6 minutes per side until golden brown. Remove them from the skillet and set aside.
Reduce the heat to medium and add the butter. Stir in the minced garlic and cook for 30 seconds until fragrant.
Pour in the chicken broth and scrape up any browned bits from the bottom of the skillet.
Stir in the heavy cream, Parmesan cheese, Dijon mustard, and lemon juice. Simmer for 2 to 3 minutes, stirring until the sauce is smooth and slightly thickened.
Return the chicken thighs to the skillet and spoon the sauce over them.
Simmer for 5 to 7 minutes, or until the chicken reaches an internal temperature of 165°F (74°C).
Garnish with chopped fresh parsley and serve immediately.
