Preheat the oven to 375°F (190°C) and lightly grease a 9x13-inch baking dish.
Cook the pasta according to the package directions until just al dente. Drain and set aside.
Melt the butter in a large skillet over medium heat. Add the garlic and cook for 30 seconds until fragrant.
Stir in the flour and cook for 1 minute, stirring constantly.
Gradually whisk in the chicken broth, then stir in the heavy cream. Simmer for 3 to 4 minutes until the sauce begins to thicken.
Add the Italian seasoning, garlic powder, salt, black pepper, 1 cup mozzarella cheese, and the Parmesan cheese. Stir until the cheese has melted.
Fold in the cooked chicken, cooked pasta, and frozen peas until everything is evenly coated.
Transfer the mixture to the prepared baking dish and sprinkle with the remaining mozzarella cheese.
Bake for 20 to 25 minutes, or until the cheese is melted and bubbly. Broil for 2 to 3 minutes for a golden top, if desired.
Let the casserole rest for 5 minutes before serving. Garnish with fresh parsley.
