Preheat the oven to 375°F (190°C) and lightly grease a 9x13-inch baking dish.
Cook the pasta according to the package directions until just al dente. Drain and set aside.
Melt the butter in a large skillet over medium heat. Add the garlic and cook for 30 seconds until fragrant.
Stir in the flour and cook for 1 minute, stirring constantly.
Gradually whisk in the milk and heavy cream until smooth. Simmer for 3 to 5 minutes, stirring often, until the sauce begins to thicken.
Stir in the Parmesan cheese, 1 cup of the mozzarella cheese, Italian seasoning, salt, and black pepper until the cheese has melted and the sauce is smooth.
Add the cooked chicken and pasta to the sauce and stir until evenly coated.
Transfer the mixture to the prepared baking dish and top with the remaining mozzarella cheese.
Bake for 20 to 25 minutes, or until the casserole is bubbling and the cheese is melted. Broil for 2 to 3 minutes for a golden, lightly browned topping if desired.
Let the casserole rest for 5 minutes before garnishing with fresh parsley and serving.
