Preheat the oven to 425°F (220°C). Line a baking sheet with parchment paper and place a wire rack on top if using.
Pat the chicken wings completely dry with paper towels.
Toss the wings with olive oil, garlic powder, onion powder, paprika, salt, and black pepper until evenly coated.
Arrange the wings in a single layer on the prepared baking sheet.
Bake for 40 to 45 minutes, flipping halfway through, until the wings are crispy and reach an internal temperature of 165°F (74°C).
While the wings bake, whisk together the Buffalo hot sauce, melted butter, Worcestershire sauce, garlic powder, and honey if using.
Transfer the hot wings to a large mixing bowl and pour the Buffalo sauce over them.
Toss until every wing is evenly coated.
Garnish with chopped parsley if desired and serve immediately with celery sticks and ranch or blue cheese dressing.
